Izuku is born normal in a world where super powersoft or "quirks" are normal. Despite this he attempts to become a hero like his childhood hero All Might and prove himself to his childhood friend by doing the hero course at the most prestigious hero academy.

Bulma is a girl in search of the mystical dragonballs that when brought together grant any wish. In her search she bumps into the owner of one of these balls, a strange boy named Goku.

The film begins with the awakening of Bills, the God of Destruction. As he has his breakfast, his valet Whis enquires as to why he has awoken ahead of his schedule.

After enduring trials that would have crushed any other soul, Goku is now faced with the most important journey of his life. The Black Star Dragon Balls have been scattered to the ends of creation!
